    Tippani verification refers to checking the government's official survey measurement record (the tippani) of a property against the actual ground measurement, the sale deed and the khata entry. According to the Karnataka Land Revenue Act 1964 and Bhoomi portal records, every surveyed plot in Karnataka carries a tippani number that fixes its exact length, breadth and boundaries, and any mismatch between the tippani and your sale deed is a defect you must catch before registration.

    What is tippani and why does it matter before you buy?

    Tippani is the survey measurement sheet prepared by the Karnataka Survey Settlement and Land Records department. It records the plot number, the total extent, the four boundaries and the measurement of each side, in metres or feet, as fixed during the last government survey.

    When you buy a plot, a villa or a revenue site, your sale deed describes the property using the tippani details. If the deed says 40 feet by 60 feet but the tippani says 38 feet by 60 feet, you are paying for land you may not own. I've seen this go wrong dozens of times, and it always surfaces at the worst moment, usually two days before registration.

    The tippani is the base document for khata, for property tax, for building plan approval and for any future partition among family members. Fix it at the start, or you'll be fixing it for years.

    How is tippani different from an encumbrance certificate or a khata?

    People mix these up constantly. Think of it this way: the tippani tells you what the land measures and where it sits. The encumbrance certificate (EC) tells you whether that land carries any loan, mortgage or legal due. The khata tells you who the municipality or panchayat treats as the owner for tax purposes.

    All three must agree. A clean EC with a wrong tippani is still a broken deal.

    How do you verify tippani in Bangalore step by step?

    The process is not complicated, but it needs patience and the right office. Here is what I walk my clients through.

    1. Collect the seller's original sale deed, mother deed and the latest tax paid receipt.
    2. Note the survey number, plot number, village and hobli from the deed.
    3. Pull the tippani extract and the village map (Atlas) for that survey number from the Survey Settlement and Land Records office or Bhoomi portal.
    4. Compare the measurements, boundaries and extent shown in the tippani with the deed. Check every side, not just the total area.
    5. Physically visit the site with a measuring tape or a licensed surveyor. Measure the actual plot against the tippani.
    6. Check the khata and the property tax record to confirm the same extent is reflected.
    7. If anything differs, get a licensed surveyor's sketch prepared and raise it with the seller before you pay further amounts.

    In 20 years, the single most common mistake I see is buyers skipping step five. They trust the deed and the broker's word. The tape measure never lies.

    What documents do you need for tippani verification?

    Keep this list ready. Missing one paper means a wasted trip to the survey office.

    • Sale deed and mother deed (the previous title document)
    • Tippani extract for the survey number
    • Village map or Atlas copy
    • Latest khata certificate and khata extract

    Watch for these. Any one of them is a reason to pause, not proceed.

    • Deed extent does not match the tippani extent
    • Boundaries in the deed (east, west, north, south) do not match the ground
    • Plot number appears under a different survey number in the village map
    • Khata shows a smaller or larger area than the deed
    • The property falls partly in a road widening line or a rajakaluve (storm water drain) buffer
    • Two different tippani numbers exist for what the seller calls one plot

Third, your khata transfer and building plan approval will get stuck, because the municipality checks the survey record against the deed.

    If the documents are clean and the survey number is easy to trace, it takes three to seven working days. If the tippani extract has to be sourced from an older record room, or if the village map is unclear, it can stretch to two to three weeks.

    Takeaway: the cheapest option is not the one with the lowest fee. It's the one that catches the defect before money changes hands.

    Does tippani verification matter for apartments and villas too?

    Yes, and this surprises people. For apartments, you're buying an undivided share of the land plus the built unit. The tippani for the parent land must be verified, because your UDS is a fraction of that surveyed extent.

    For villas and gated layouts, the developer's layout plan, the tippani and the individual plot deed must all agree. I've seen layouts where the developer sold 30 by 40 plots but the tippani showed 28 by 40 for several units. Buyers found out only when they applied for a building plan.

    RERA registration does not replace tippani verification. The Real Estate (Regulation and Development) Act 2016 protects you on project delays and promoter obligations, but it does not audit the survey record of each plot. That's your job, or your lawyer's.

    Where do you get the tippani record in Karnataka?

    Three places, depending on the age of the record.

    • Bhoomi portal (bhoomi.karnataka.gov.in) for the Record of Rights, Tenancy and Crops (RTC), which carries survey details for agricultural land
    • Kaveri portal (kaveri.karnataka.gov.in) for registration-related records and EC
    • The local Survey Settlement and Land Records office or taluk office for the tippani extract and village map, especially for older surveys

    For urban properties, the BBMP or BDA khata and the survey office records must be read together. One alone tells you only half the story.

    Can a tippani error be corrected after purchase?

    It can, but it's slow and it costs money. You apply to the Survey Settlement and Land Records department for a rectification survey, produce the original deed, the village map, neighbour consents where boundaries are disputed, and pay the prescribed fee. The process can take six months to two years.

    Worse, if the neighbour's tippani overlaps yours, you may need a civil suit for declaration and injunction. That's a different ball game altogether.
