Every plot in Bangalore has a legal ceiling on what you can build. Floor Area Ratio (FAR), ground coverage, setbacks, height and parking decide how much built-up area your plot can carry. Building plans are sanctioned under the Zonal Regulations of the Revised Master Plan 2015 and the Karnataka Municipal Corporations Act, 1976. Since the Greater Bengaluru Authority (GBA) replaced the BBMP as the civic body in 2025, plan sanction is handled through the GBA and its city corporations, though many documents and older orders still carry the BBMP name.

Buyers need these rules to judge what a plot or flat can legally become. Builders need them to design within limits. Owners need them before adding a floor or converting use. A violation leads to plan rejection, refusal of the Occupancy Certificate (OC), sealing, and in serious cases demolition. This guide explains each parameter in plain terms, lists the approvals you need, and flags the mistakes that cost owners the most.

Rules in this area change often. The State amended the Zonal Regulations in 2025, with the notification dated early January 2026, and further changes and court orders on premium FAR are in play. Treat every figure below as a general guide and confirm the current position for your exact plot before you act.

Key Building Regulation Parameters in Bangalore

Five parameters work together on every plot. Changing one usually affects another, which is why a licensed architect checks all five in a single calculation sheet.

Parameter

What it means

What it depends on

Floor Area Ratio (FAR)

Total built-up area of all floors divided by plot area. A 200 sq m plot at FAR 1.5 allows 300 sq m of built-up area.

Plot size, road width, zone, and any premium FAR or TDR in use

Ground coverage

Maximum share of the plot the building footprint can occupy at ground level.

Plot size and setbacks left after boundary margins

Setbacks

Open margins left at the front, rear and sides between the building and the plot boundary.

Plot dimensions, building height, and road width

Building height

Maximum height of the building above the reference road or ground level.

Road width, setbacks, fire norms, and airport height limits

Parking

Minimum car and two-wheeler spaces for each unit or each block of commercial area.

Number of units, built-up area, and type of use

FAR is sometimes called FSI. Both mean the same thing for practical purposes. Areas exempted from FAR, such as certain basement parking and open staircases, are defined in the regulations, so the figure on your sanction plan can differ from a simple total of all floor areas.

How FAR and Ground Coverage Work Together

FAR caps the total floor space. Ground coverage caps the footprint. You must satisfy both. Take a 200 sq m plot with an allowed FAR of 1.5 and ground coverage of 60 percent. The footprint cannot exceed 120 sq m, and total floors cannot exceed 300 sq m. That gives you roughly two and a half floors of full footprint, so the design must reduce upper floors or the footprint to stay within both limits.

The 2025 amendment to the Zonal Regulations reworked the rules for smaller plots. Reports on the notified amendment describe higher ground coverage and FAR for plots up to 500 sq m, and a different set of values for plots between 500 and 1,000 sq m, with setbacks expressed as percentages of plot dimensions for the smaller category. The exact numbers depend on the final notified text and your ring zone, so ask your architect to quote the clause used in your plan.

Road width still matters. Wider abutting roads generally support higher FAR and taller buildings, while narrow lanes limit both. Plots on roads that are marked for widening may lose a strip of land, which reduces the plot area used for the FAR calculation.

Setback Requirements in Bangalore

Setbacks protect light, ventilation, fire access and road space. They rise with building height. A low-rise house needs smaller margins than a block of flats, and tall buildings need wider open space on all sides for fire tender movement.

Front setback: Measured from the road boundary. It grows with height and road width. Older rules fixed values such as 3 metres for buildings up to 7 metres high, while the amended rules link the front margin to plot depth for smaller plots.

Side setbacks: Required on plots above a threshold size. Small plots may get relaxed or reduced side margins, and recent proposals allowed stilt plus four floors on 30 by 20 foot sites without a rear margin. Check whether that relaxation was notified and applies to your zone.

Rear setback: Normally at least 3 metres for ordinary residential buildings, with larger margins for taller structures and access for emergency vehicles.

Setbacks shrink your buildable envelope quickly. On a 30 by 40 foot site, about 111 sq m, front, side and rear margins leave only part of the plot for the footprint. Your architect's site plan shows the exact envelope before any design work starts.

Building Height and the Role of Road Width

Height is controlled through a mix of road width, setbacks, FAR and safety clearances. A taller building needs bigger margins, which in turn cuts the footprint. Three clearances trip up many owners. The first is the Fire NOC threshold, which applies to buildings above 15 metres and to special occupancies such as hospitals, schools, hotels and malls. The second is the Airports Authority of India height clearance for sites near airports. The third is the heritage committee approval for sites near protected monuments.

Types of Building Plan Approval in Bangalore

The sanctioning body depends on where your land sits. Applying to the wrong authority wastes months, so confirm jurisdiction first.

Authority

Applies to

Notes

GBA / city corporation (earlier BBMP)

New construction, additions and alterations within Greater Bengaluru limits

Plans go through the online sanction system. Fire and other departments review taller buildings.

BDA

Sites in BDA-formed layouts, where BDA rules or conditions apply

Check the allotment terms and layout conditions along with plan sanction.

Local Planning Authority (BMRDA area)

Land outside the city limits but inside the metropolitan region

Approval comes from the relevant LPA or planning authority for that area.

Gram Panchayat

Small ground floor or G+1 residential construction in GP limits

Larger buildings need LPA approval even if the GP grants permission.

Fire and Emergency Services, AAI, heritage committee

Tall or special buildings, sites near airports, sites near protected monuments

Separate NOC or clearance on top of plan sanction.

A sanctioned plan is only the start. You also need a Commencement Certificate before work begins and an Occupancy Certificate once the building is complete. Banks and buyers ask for both. A building with a plan but no OC creates problems at resale, loan and utility connection stages.

Common Building Bye-Law Violations in Bangalore

Excess FAR: Built-up area above the sanctioned limit counts as unauthorised construction. The Supreme Court has barred the use of premium FAR to regularise unauthorised construction in Karnataka by an interim order, so owners should not count on later regularisation.

Setback violations: Building closer to the boundary than permitted. This is common in older buildings and affects neighbours' light and ventilation.

Stilt conversion: Turning the open parking stilt into a living or commercial space. It breaks the approved plan and the parking count.

Terrace enclosure: Building rooms or an extra floor on the roof that the plan does not show.

Change of use: Running an office or shop from a home approved as residential without permission.

The Greater Bengaluru Authority has proposed raising the tolerated deviation from approved plans from 5 percent to 15 percent, with limits on setbacks, FAR, height and coverage. A proposal is not a rule. Until it is notified, assume any deviation can attract action.

What to Check Before You Buy, Build or Extend

Ask for the sanctioned plan, the Commencement Certificate and the OC. Compare the actual building with the plan on site. Check the road width and any widening notice for the street. Confirm the land use zone in the Master Plan. For an existing house, ask a structural engineer whether the foundation can carry another floor before you apply for additional construction.

Frequently Asked Questions: Building Bye-Laws and FAR in Bangalore

How is FAR calculated for my plot in Bangalore?

FAR equals the total built-up area of all floors divided by the plot area, after removing areas the regulations exempt, such as certain basement parking and open staircases. A 200 sq m plot with FAR 1.5 allows 300 sq m of built-up area across all floors. Ground coverage then limits the footprint. If coverage is 60 percent, each floor can occupy at most 120 sq m. Your architect prepares the FAR calculation sheet that goes with the plan submission and applies the current regulations to your plot.

Can I add a floor to my existing house in Bangalore if I have FAR remaining?

Yes, if unused FAR remains and the existing building was built under a valid sanction. You apply for approval as an addition and alteration. You need proof of the earlier sanction and OC or regularisation, a structural engineer's certificate that the building can carry the new floor, and compliance with current setback and height rules. You must get fresh approval before construction starts. Adding a floor without approval is as serious as unauthorised original construction.

What is the penalty for building without plan approval in Bangalore?

Building without a sanctioned plan is an offence under the Karnataka Municipal Corporations Act. The authority can issue a stop-work notice, seal the construction, and issue a demolition notice. Compounding may be available for minor deviations under specific schemes. Ignoring notices can lead to demolition at the owner's cost. You may also face refusal of OC, no water or power connection in some cases, and difficulty selling or mortgaging the property.

Is there a separate FAR for commercial properties in Bangalore?

Yes. Commercial FAR differs from residential FAR and depends on road width and the zone shown in the Master Plan. Plots on wide arterial roads in commercial zones can get higher FAR than residential plots. Mixed-use zones set separate allowances for the residential and commercial parts. Check the zone and the current Zonal Regulations for your plot before you price it or plan the building.

What is TDR and how does it work in Bangalore?

Transfer of Development Rights (TDR) compensates owners whose land is acquired for roads, metro or parks. They receive TDR certificates, sometimes with cash. The certificates can be used to build extra floor area on another plot, up to the limit the scheme allows. TDR can be sold, so a builder can buy it to increase the FAR on a receiving plot. Rules on where and how much TDR can be used change, so confirm with the authority before you rely on it.

What is premium FAR and can it regularise an unauthorised building?

Premium FAR lets a plot owner pay a fee to the authority for extra FAR, usually in specified zones such as areas near metro corridors. It applies to new approvals. The Supreme Court has barred its use to regularise unauthorised construction in Karnataka in an interim order. An owner with a violation should not assume that paying a premium will cure it. Take advice on the status of the order and any scheme in force before you pay anything.

What is a heritage zone in Bangalore and how does it affect construction?

Heritage zones protect areas around monuments and historic buildings. Height limits are stricter, and facade changes and demolition of heritage structures are restricted. New construction must suit the scale and materials of the setting. You need prior approval from the heritage committee. Areas near Tipu Sultan's Fort and the Vidhana Soudha fall under such controls, so check the zone map before you buy or build near them.

Can I convert my residential property in Bangalore to commercial use?

You need change of use approval from the planning authority. The Master Plan zone must allow commercial use. Pure residential zones do not permit conversion, while mixed-use and commercial zones do. You must also meet extra parking, and may need a Fire NOC. Property tax moves to commercial rates from the date of commercial use. Professionals such as doctors, architects and lawyers may use part of a home for practice under professional use provisions, so confirm whether your use qualifies.

What happens to my building if the road in front is widened?

The part of your plot inside the widening line is acquired and compensated at assessed value, often with TDR in addition to or instead of cash. Any building portion inside the line must be removed. Setbacks for the remaining plot are measured from the new road boundary, which can reduce your buildable area. Before you build, check whether the road falls in a widening corridor under the Master Plan or a notification.

What is a Fire NOC and when does a building need one?

A Fire NOC from the Karnataka State Fire and Emergency Services is required for buildings above 15 metres in height and for special buildings such as hospitals, schools, hotels and malls above set thresholds. The department checks fire escape stairs, hydrants, sprinklers, alarms, emergency lighting and fire-rated materials. The NOC is a prerequisite for the OC. Occupying a building that needs a Fire NOC without one puts occupants at risk and breaks the law.

Frequently Asked Questions

What is Floor Area Ratio (FAR) in Bangalore property law? ▾

FAR, also known as FSI, is the ratio of the total built-up area of all floors to the total plot area. It determines the maximum construction allowed on a specific site based on road width and zonal regulations.

Which authority sanctions building plans in Bangalore now? ▾

Since 2025, building plan sanctions are primarily handled by the Greater Bengaluru Authority (GBA) and its city corporations. This body has replaced the BBMP as the main civic authority for plan approvals.

What are building setbacks and why are they required? ▾

Setbacks are mandatory open margins left between the building and the plot boundaries on all sides. They ensure proper light, ventilation, and fire safety access according to the height of the structure.

Do I need an Occupancy Certificate (OC) for my building? ▾

Yes, an Occupancy Certificate is mandatory once construction is complete to prove the building adheres to the sanctioned plan. Without an OC, owners may face issues with utility connections, bank loans, and property resale.

What happens if I violate building bye-laws in Bangalore? ▾

Violations such as exceeding FAR or encroaching on setbacks can lead to plan rejection or the refusal of an Occupancy Certificate. Serious deviations may result in the building being sealed or demolished by the GBA.

Are there height restrictions for buildings in Bangalore? ▾

Building height is restricted based on road width, setbacks, and safety clearances. Structures near airports require AAI clearance, while buildings over 15 metres high must obtain a Fire NOC.
